All spiritual beings are not necessarily angels. But going with the meaning of the word ‘angel’ which is ‘messenger’, yes, Satan was originally God’s angel or messenger.
More specifically, Satan who is now the prince of darkness was once an anointed cherub of light and glory, Ezekiel 28:14. He once reflected the glory of God, for that is why he was created.
