All demons are Satan’s soldiers and are under his control and command. In the battle recorded in Revelation 12:7-9, we see that Satan and his angels (devils and demons) fought against Michael and his angels. Everyone (spirit or human) whose life isn’t submitted to God is automatically in Satan’s army and under Satan’s command and control.
